BRIAN MARTIN PRESENTATION:

Representing the GRAND ISLE BUILDING STEERING COMMITTEE

A Survey/Plan of GI Building Inventory for next 10-20-50 years, including:

          -Fire Station

          -Library

          -Town Offices

Looking at all Town Facilities-including GIS;

EG: Feasibility of combining Town Library w/GIS Library;

History of this proposal recapped by IT & RT-conclusion being that combining was  

debated and ultimately decided against;

HD-noted that ongoing discussions are worthwhile-Cultural Facilities Grants available to study feasibility- Stephanie & Troy should be involved;

TW-if expansion is needed to accommodate future growth the current Library could become 2 classrooms;

HD-reminded that 300 is limit due to septic capacity & that discussions are being held w/NH & ILM concerning their Middle School students coming to GI & also commented on Fire Station proposal to use GIS system-asked for update prior to a public announcement;

IT/RT-history & operational expense of GI system reviewed;

Brian- Proposed Fire Station Site currently has 3 options:

-develop capacity across road;

-use GIS system;

          -on-site holding tank;

 

Brian-QUESTIONS CONCERNING USE OF GIS

-Noted that there is a feeling that the building is not as available as it should be;

-Is there a Calendar Of Use Of School Spaces?

HD-yes-see Brenda;

BM-Is it online? HD-no;

BM-Why doesn’t GISB set policy?

HD-GISB sets policy-Principal carries out policy;

IT-situational policy can be problematic;

TW-summer maintenance necessities vs use requests-eg gym use;

RT-reviewed rules of use history:

          -New building in ’92-Board charges RT with use policy;

          -Keys issues;

          -School functions have priority;

          -Custodial Staffing-requires additional funding for non-school hours;

          -Policy was modified for the Rec Committee: key issued & training provided;

          -Legal Issues-for parties, weddings, BYOB events;

          -Security System needs oversight;

          -Possible for Board to expand custodial hours:

BM-What about Authorized Designees?

IT-Liability issues-RecCom are Agents of Town but other organizations are not; the Fire Department could be a Designee;

Kathy Dubuque, RecCom Member-haven’t heard the warm & fuzzies concerning use of  GIS-4H needs the Gym;

RT-Policy was changed Nov 04-Scott Bellows has key & training;

KD-school is off-limits-summer activities need space;

HD-Summer is the time for major periodic School Maintenance-coordinate needs w/school office-noted that the GISB key is lost;

TW-When are RecCom Summer Programs?

KD-July 1-4 & 9-12;

TW-meet in the spring to coordinate RecCom needs with other Summer School uses;

IT-start in January-call a Board Member;

KD-Scott Bellows felt denied;

Brenda Juaire-not true! Melinda Bellows returned key-Gym Floor Maintenance was explained;

BM-if additional cleaning is needed can that be self-done or is it mandatory that a custodian be retained?

TW-self ok during school year but summer is different;

BM-understands maintenance schedule;

BM-what are rules concerning Kitchen availability?

RT-Insurance issues-commercial kitchen equipment-trained individuals;

TW-health code cleanliness requirements;

IT-use also regulated by the Food Service Contract;

BM-who owns kitchen equipment?

RT-GIS;

BM-what is authorized capacity of GIS?

RT-300;

SUPERINTENDENTS REPORT:

NECAP RESULTS-indicate adequate yearly progress:

          -Reading:      Target 403             GIS 430;

          -Math: Target 390             GIS 433;

GIS in good shape!

NECAPs will be administered this Fall;

 

PRINCIPALS REPORT:

-VTRANS-will do what they need to do re School Traffic Zone;

-Revised School Calendar submitted;

-Letter To Faculty presented;

-Student/Teacher/Parent Compact-draft submitted-will be reviewed-to encourage discussion;

IT-noted that homework is reqd but not grading & return of homework;

HD-there should be appropriate oversight of homework-noted upcoming Contract Negotiations;

RT-No contract issuss but something like this is required by Title 1;

TW-staff input sought-ST has reviewed;

 

TW-new Staff Contracts need to be signed;

8:06PM-HD moves to sign Contracts for Lisa Bohannon & Sarah Carson-IT 2nd-GC;

 

-Temp custodian being sought;

BJ-Bonnie expected to be in hospital a week;

 

-Paul Sacca Painting accomplished;

HD-are bids sought for that work? Perhaps they should be?

TW-work done on a not-to-exceed basis;

RT-bids sought in past-Paul always low bidder;

 

-Student/Staff Handbook-a few format changes-no content changes;

BJ-noted that the Wildcat logo was originally done by Sue Kolk;

 

FUTURES COMMITTEE UPDATE;

HD Report:

-Grant received for consultant;

-GISB not in favor of another Board at this time;

-NH asked if they are ready to close their Middle School?

-NH Board says yes but concerned about what happens to their School Building: Special Needs School?, Town Office?, ILM ?

-If NH closes Middle School then they have Choice & how does GISB react?

IT-noted expenses of a Joint Board & Building bond issues-NH could be close on theirs-ILM wants to keep their building open;

 

TEACHERS CONTRACT

-RT has replied to Formal Letter received from Stephanie Taylor.

 

FOOD SERVICE MANAGEMENT CONTRACT

-GISU to put out to bid in 08;

-George Nelson input sought;

-Abbey only show in town?

IT-notes that Statehouse has a new vendor;

8:31PM-HD moves to adopt George Nelson Language on Food Service contract-SB 2nd-GC;

 

 

 

 

 

IRA BUDGET ITEMS

-guesses 10-12% Possible Budget Increase due to Teachers/Health Ins/Staff

-proposes a Survey to look at staffing at GIS:

-where we are below State Standards;

-where we meet State Standards;

-where we exceed State Standards;

-survey should be done by October Preliminary Budget Talks;

HD-suggests a similar evaluation at GISU level;

IT-with a full-time superintendent with curriculum development experience do we need as many curriculum experts at GISU?-is it possible to cut administrative costs?

RT-MedicAid money is being shifted.

 

PAYMENT OF BILLS

HD-Rock Point School no longer has religious affiliation;

 

$   92,939.22
